Yes. When you upgrade, you pay the prorated difference for the rest of your billing cycle. A downgrade takes effect at the start of your next billing cycle, and what your higher plan included stays available until then.
Cancel from Billing, under Manage Subscription. You keep access until the end of the billing period, there are no cancellation fees, and your data is kept for 30 days afterward.
